Xpera CM Announces Mid-Point of Construction on $79 Million Atmosphere Project for Wakeland Housing


SAN DIEGO – Xpera CM, a San Diego-based construction management consulting firm, announced today that construction has reached the mid-way point on the new Atmosphere affordable housing project it is managing for Wakeland Housing and Development Corp. in downtown San Diego.

With a construction value of $79 million, the project includes a 12-story residential building, with an eight-story tower and three levels of underground parking. It is essentially two projects in one–154 units of affordable housing for families earning between 30 and 60 percent of the San Diego area median income, plus 51 units of housing specifically for adults requiring additional support due to homelessness, mental disability or age.

Xpera CM began working with Wakeland on the Atmosphere project in May 2015, with project management services including pre-construction design management, budgeting and cost management, entitlement and permitting through the City of San Diego, and contractor and project team selection. The firm will continue to provide construction management services through project delivery, which is slated for May 2017.

The project team includes Xpera CM (construction manager), Suffolk Construction (general contractor), Joseph Wong Design Associates (architect) and Latitude 33 Planning & Engineering.

The Atmosphere project was funded through both 9 percent and 4 percent tax credits, bringing much needed housing to downtown San Diego’s low, very-low and extremely-low income households for up to 55 years.

Atmosphere is one of several projects that Xpera CM has been working on with Wakeland recently. Others include the Lofts on Landis, an infill affordable housing project in Chula Vista, and Home Front at Camp Anza, a unique redevelopment project that converted a former military camp into housing for veterans and their families in Riverside.

On July 14, Xpera CM, Wakeland and a number of local dignitaries joined together for a topping out ceremony at Atmosphere, marking the important milestone with the placement of the top-most structural beam. Included in the ceremony were Ken Sauder, president/CEO of Wakeland; Toni Atkins, speaker emeritus of the California State Assembly and former San Diego City Councilwoman; Anthony Bernal, a member of City Councilman Todd Gloria’s staff; Reese Jarrett, executive director of Civic San Diego; Jeree Glasser-Hedrick, executive director for the California Debt Limit Allocation Committee; Debbie Ruane, senior vice president of the real estate division for the San Diego Housing Commission; and Waheed Karim, vice president/relationship manager for U.S. Bank.
